The centre should first ask how its rooms are used, but with the information given I would choose ten chairs. Chairs could help at talks, language classes and small meetings, while a large screen would mainly help when something visual needs to be shown. Both purchases might need maintenance: chairs can wear out, and a screen needs power and care. I cannot compare their prices because the scenario gives no figures. If the centre already has enough safe chairs but no way to show images, the screen might be the better choice. For now, the chairs seem more flexible for everyday events. My recommendation is therefore provisional, not a claim that a screen would be wasteful.
